Statement by Ambassador Mitsuru Kitano at the IAEA Board of Governors Meeting in September 2016

Item 7: Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231(2015)
Thank you, Mr. Chairman,
Japan appreciates the Director General’s report on Verification and Monitoring in the Islamic Republic of Iran, in light of the United Nations Security Council Resolution 2231 dated 8th September 2016 (GOV/2016/46).
Japan strongly hopes that the JCPOA will continue to be fully implemented, as this will strengthen the international non-proliferation regime and contribute to the peace and stability of the Middle East region. Japan will support the implementation of the JCPOA in a proactive manner. Japan welcomes the developments, as stated in the DG report, that Iran has submitted its initial declaration under the Additional Protocol, accepted additional Agency inspectors designated for Iran, and that the Agency has conducted complementary accesses in Iran. Japan also pays attention to the description in the DG report that Iran has overestimated the quantity of enriched uranium in the process line at the Enriched UO2 Powder Plant (EUPP) at Esfahan. We once again recall that Iran’s steady implementation of the JCPOA is the basis for further cooperation between Iran and the international community including Japan.

It is of great importance that the Agency continues to monitor and verify Iran’s implementation of the Additional Protocol and its other nuclear related commitments under the JCPOA, and the Agency’s regular reports should provide adequate information on Iran’s implementation to the Board. In this regard, the Member States need to support the Agency’s role which will be increasingly important, and Japan commits its firm support to the Agency.

The exclusively peaceful nature of Iran’s nuclear programme must be ensured through the full implementation of the JCPOA. Japan hopes that the Board of Governors will continue to address the verification and monitoring in Iran in its future meetings in an appropriate manner, based on regular reports by the Director General that contain adequate information regarding Iran’s implementation of its commitments.
